Finland external border traffic restrictions extended

Restrictions on external border traffic will continue. Vaccination coverage is not yet sufficient in Finland, and there is still a risk that the capacity of the healthcare system will be exceeded. For this reason, the validity of the decision made on 14 October will be extended until 28 November. However, people may still enter Finland from all countries upon presenting an approved certificate of a full course of vaccination.

External border traffic refers to traffic between Finland and non-Schengen third countries.

EU’s Green Country List

In line with the Government decision of 14 October, restrictions on entry were lifted from 18 October for residents of countries and regions on the EU’s green list. Countries on the green list mean countries with a sufficiently good epidemiological situation for which the Council of the European Union has decided to allow free travel to the EU. On 28 October, Argentina, Colombia, Namibia and Peru were added to the list. The same additions will also be made to the list of countries annexed to the Government decision as of 8 November.

On 28 October 2021, the Council updated the list of non-EU countries for which COVID-19 travel restrictions should be lifted. The list includes:

  • Argentina (new)
  • Australia
  • Bahrain
  • Canada
  • Chile
  • China (subject to confirmation of reciprocity)
  • Colombia (new)
  • Jordan
  • Kuwait
  • Namibia (new)
  • New Zealand
  • Qatar
  • Peru (new)
  • Rwanda
  • Saudi Arabia
  • Singapore
  • South Korea
  • Ukraine
  • United Arab Emirates
  • Uruguay

For other third countries, restrictions on entry will continue. If a person arriving from a country subject to the restrictions is not fully vaccinated, the accepted reasons for entry are return travel to Finland, return travel to other EU or Schengen countries, transit on regular, scheduled flights at an airport or other essential travel.

Two-dose COVID-19 vaccination rate reaches 79 per cent

On 3 November, 86 per cent of the target population for COVID-19 vaccination in Finland, i.e. people who are 12 years of age or over, had received at least one vaccine dose and 79 per cent two vaccine doses. According to the current estimate, Finland will achieve 80 per cent vaccination coverage by the end of this week.
